Yearly Dues The one thing that most people complain about when they see the CCC Budget, is the amount spent on Grounds Keeping. There are many things that have to be taken into consideration when it comes to selecting who provides that service to the neighborhood. Of course, the obvious is how good of a job is done. The board has not heard of any complaints about the look of our entrances, the medians, or the common areas that are maintained. Other things that are not so obvious to most people are the about of licenses that are required for lawncare service providers. Just a few of them are so that you can have the business, be allowed to put out fertilizer, have workers, and to put out poison for insects and pest. If the association were to allow someone to provide this service with all of the required licenses being obtained, the HOA would be fined accordingly for hiring someone who was not properly licensed. Also, we like to keep fresh/live-looking flowers in place instead of getting the type of flowers that come back year round. Those type only bloom during certain times of the year, which would leave the flower beds bare during their off-season. Also, we have begun plans to work on some of the common areas. The vacant area between the two entrances to Waterbury Circle has been designated as a future 2nd Pool Area, but this is a project planned for the future. We also have utilized the open area between Ross Circle and Easton Lane. This is a new Toddlers Playground ground area. Ages range from 2 to 5 years of age. The HOA also needs to have insurance to protect the board, and the volunteers who are serving. There are several things that this insurance covers, including the equipment the HOA purchases, the pool, pump house, the neighborhood lighting owned by the HOA, the sprinkler system, etc. Another area that people tend to question is that for Office Supplies/MISC. Several newsletters are sent out each year, in which there are costs for paper, making copies, stamps, and envelopes. These things add up especially when you look at it on a yearly basis. Other things that are mailed include special meeting notices and covenant violation letters, such as for inappropriate parking, neglected lawns, late dues, etc. In years past, General Repairs may have been rolled up into other categories. Now, they are separated out... such as repairing the concrete at the pool. Instead of being added in with the pool costs, it will be included in general repairs. This could also be a category used for replacement of sprinkler heads, water lines, repairing or replacing playground equipment, repairing the pool pump if needed, or other repairs for things that come up during the year. Lastly, there is a Reserve (or Escrow) Fund. This will be used to cover major costs that may come up during the year. In 2006, it would have been helpful to have this to repair the pool surface. In 2008, it might have been used to repair the concrete that has cracked and shifted out in front of the restrooms at the pool. We need to be prepared to handle large expenses so that the HOA doesn't have to rely on borrowing the money to handle such expenses. We hope that by explaining these things the homeowners will have a better understanding of what your dues go towards during the year. Things not mentioned above, such as the water bills, electric bills, and property tax will always be changing, just like that of each homeowner. Also keep in mind that the HOA will not rule out the possibility of lowering, or raising, the dues in future years. If we have everything covered and there is not a need to have the dues set at $240, they will be lowered. However, if circumstances do arise so that there are more expenses than what is expected, dues may need to increase. We hope that is not the case, but it is a reality.
